       welcome to Explanation of Policies. Today we are going to talk about how to obtain facilitation services for income foreign exchange payments under the capital account.

　　首先，办理业务的企业应为非金融企业（房地产企业、政府融资平台除外），并符合以下条件：

　　1.近一年无外汇行政处罚记录。2.如为货物贸易外汇收支名录内企业，其贸易分类结果应为A类。符合以上条件的企业，由银行自行评估后纳入业务范畴。

　　First, businesses obtaining the facilitation service need to be non-financial institutions with the exception of real estate companies and government financing platforms. And they need to fulfill two conditions.

　　1.No administrative penalties in a year.2.For businesses included in the “Directory of Enterprises with Foreign Exchange Receipts and Payments in Trade”their category of traded goods should be class A. Businesses meeting these conditions will be included in the service after appraisal of banks.

　　其次，业务经办银行应符合以下条件：1.已开通国家外汇管理局资本项目信息系统；2.上年度执行外汇业务合规与审慎经营评估B类（不含B-）及以上；3.具有完善的内控制度和风险防范措施。

　　Second, banks need to fulfill three conditions.1.Being Connected to the Capital Account Information System by State Administration of Foreign Exchange.2.Being grated at or above B in the assessment of regulation compliance and prudential operation of bank’s foreign exchange business, B minus not included.3.Having a sound internal control system and risk prevention measure.
